Locust & Josephine Apartments
In 2021, SEED partnered with L2HI LLC and in 2023 with Red Door Capital to address a significant challenge identified in the 2017 Sweetwater Housing Study—the lack of modern, desirable multi-family housing. Recognizing that this shortage impeded business development, SEED took decisive action to support the redevelopment of the apartment complexes at 1011 Locust Street and 611 Josephine St.
The collaboration resulted in performance-based Incentive Agreements, offering L2HI a maximum of $22,000 and Red Door Capital $30,000 to renovate and restore the apartments. These agreements covered the renovation of 8 units, including critical upgrades such as new HVAC systems, plumbing, and modernized interiors. These projects also enhanced the community with improved parking and landscaping.
These partnerships revitalized the complexes and contributed to Sweetwater’s economic development by making the city more attractive to new businesses and residents. The success of these initiatives led to further collaboration between SEED and private enterprises, cementing Sweetwater’s commitment to fostering growth through strategic development projects.
